EPA Administrator must promulgate a final rule within 60 days of enactment prohibiting discharge of plastic pellets and other pre-production plastic materials into waterways

Prohibition applies to plastic polymer production facilities and plastic molding and forming facilities regulated under 40 CFR parts 414 and 463

Prohibition extends to any point source that makes, uses, packages, or transports plastic pellets and pre-production plastic materials

Requirements must be incorporated into all wastewater, stormwater, and other permits issued under Clean Water Act Section 402, including state-delegated programs

Performance standards under Clean Water Act Section 312(p) applicable to covered point sources must also reflect the discharge prohibitions
