Amends the Immigration and Nationality Act to make noncitizens convicted of animal cruelty, animal abuse, or animal fighting offenses inadmissible to the United States

Makes noncitizens deportable if convicted of animal cruelty offenses under federal law (18 U.S.C. sections 48 or 49) or under State, Tribal, or local law

Applies regardless of whether the animal cruelty offense is classified as a misdemeanor or felony under State, Tribal, or local law

For inadmissibility, covers not only convictions but also admissions of having committed acts constituting the essential elements of animal cruelty offenses
