Requires annual Secretary of State certification to Congress by September 30, 2027 confirming whether U.S. assistance funds were used for prohibited activities, with detailed reporting if violations occurred

Amends the Foreign Assistance Act to mandate annual human rights reporting on Palestinian child detention, property seizure in the West Bank, and Israeli settlement activities including compliance with UN Security Council Resolution 2334

Requires annual GAO reports on U.S. offshore procurement funds to Israel, including end-use monitoring and assessment of whether such funds have directly or indirectly supported settlement activity in the occupied West Bank
