Prohibits the President from imposing or increasing tariffs, duties, or reducing quotas on imports from NATO allies without first obtaining congressional approval through a joint resolution

Exempts antidumping/countervailing duties, safeguard measures under Trade Act of 1974, and duties consistent with WTO or free trade agreement dispute settlement rulings from the congressional approval requirement

Defines NATO allies to include all member countries of the North Atlantic Treaty Organization plus any territories covered under Article 5 collective defense provisions

Establishes expedited congressional procedures for considering joint resolutions of approval, applying the fast-track rules from section 152 of the Trade Act of 1974

Expresses the sense of Congress that NATO is critically important to U.S. national security, particularly given threats from China and Russia, and that differences with allies should be resolved through dialogue rather than unilateral trade actions
