Amends the Federal Water Pollution Control Act to require the Steering Committee and EPA Administrator to jointly select a qualified fiscal agent for the Patrick Leahy Lake Champlain Basin Program, replacing the New England Interstate Water Pollution Control Commission as the designated entity.

Mandates assessments of fiscal agent effectiveness at least every 5 years, with stakeholder consultation required and authority to select a new agent through competitive process if needed.

Establishes location preferences for any new fiscal agent: first priority to entities headquartered in the Lake Champlain drainage basin, second to New York or Vermont, third to entities with significant decision-making staff presence in the basin.

Authorizes the U.S. Section of the Great Lakes Fishery Commission to undertake fisheries research, sea lamprey control, aquatic invasive species prevention, and public education activities in Lake Champlain and the Saint Lawrence River basin in Vermont and New York.

Extends program authorization from 2027 to 2032.
