Secretary of State must certify to Congress within 30 days that oversight policies ensure all children in Gaza receive at least three nutritious meals daily and all other civilians receive at least two nutritious meals daily

Oversight policies must be developed in coordination with the World Food Program, UNRWA, other UN agencies, international donors, NGOs, the Government of Israel, and Palestinian representatives

Secretary of State must submit a written description of food assistance distribution oversight procedures, including the role of Israel in overseeing such assistance

Public report required within 30 days of certification detailing the amount of food assistance distributed, number of people served, donor sources, and distribution methods

Secretary of State must promptly notify Congress of any instance where food assistance is denied entry into Gaza, diverted, or misused, including details on the type of assistance, donors involved, and State Department response
