Requires the Secretary of Labor to establish workforce training partnerships with at least 2 universities to cross-train oil and gas workers (engineers, rig workers, welders, pipefitters) for geothermal industry jobs, with $10 million authorized annually

Amends the Energy Policy Act of 2005 to add categorical exclusions for geothermal exploration under NEPA, and authorizes $10 million annually for DOE experts to assist Bureau of Land Management and Forest Service with federal geothermal project authorizations
