Doubles the monthly personal needs allowance for institutionalized SSI recipients from $360 to $720 for individuals, and from $720 to $1,440 for couples, effective for benefits after December 31, 2025.

Applies annual cost-of-living adjustments to the personal needs allowances, which were previously fixed amounts not subject to inflation increases.

Requires state supplementary payments to pass through the increased allowances to beneficiaries, with adjustments tied to all cost-of-living increases occurring after September 2025.
