Requires the Secretary of Homeland Security to submit a comprehensive reorganization plan for the Engagement, Liaison, and Outreach (ELO) Office within 120 days, identifying redundant positions and realigning essential functions into the Partner Engagement directorate of I&A

Mandates improvements to law enforcement coordination including establishing clear communication protocols, centralizing points of contact, enhancing information-sharing, and reducing duplication across DHS components

Requires the plan to include cost-benefit estimates, detailed staffing and reassignment proposals, a transition timeline, and internal oversight mechanisms

Prohibits expansion of ELO Office staffing, budget, or programs—and bars creation of duplicative offices—until the Secretary submits the plan and certifies implementation has commenced within 60 days

Ensures continuity of intelligence support and HSIN-INTEL access for state, local, tribal, and territorial (SLTT) partners throughout the reorganization
