Funds may be used for grant writing support, application development, engineering and environmental reviews, financial feasibility analysis, workshops, and capacity-building for broadband, water/wastewater, housing, and community facilities projects

Prioritizes assistance to communities lacking full-time grant staff, those with historically low participation in USDA programs, and areas experiencing persistent poverty or economic distress

State Rural Development offices must identify high-need communities and ensure technical assistance is distributed in a geographically balanced manner

Requires annual reporting to Congress on expenditures, communities served, and measurable outcomes including application completion and award success rates, with no new appropriations authorized
