H.R. 7598 - VALOR Act (Veterans Assistance for Loan Origination Relief Act)

• Amends Section 3729 of title 38, U.S. Code to require the VA Secretary to refund or credit to the loan any VA housing loan fees collected in violation of existing fee exemption rules
• Veterans with pending disability compensation claims or notices of intent to file must initially pay the standard VA housing loan fee at the time of loan application
• If the disability claim is later approved and the veteran receives compensation, the Secretary must reimburse the full amount of the housing loan fee paid
• Fees collected in violation of existing exemptions are classified as overpayments, triggering mandatory refund procedures
