Establishes the "Secure the Southern Border Fund" in the Treasury within 60 days of enactment, with funds automatically appropriated to DHS for constructing/maintaining the U.S.-Mexico border barrier and purchasing Border Patrol vehicles and equipment (limited to 5% for equipment)

Imposes a 5% fee on all international remittance transfers, deposited into the border fund; penalties for evasion include up to $500,000 or twice the transfer value, and up to 20 years imprisonment

Reduces foreign assistance by $2,000 per apprehended illegal border crosser attributed to each country of origin, with those funds transferred to the border fund; exempts certain Mexico security/military aid programs

Increases the Form I-94 Arrival/Departure Record fee from $6 to $25, with $9 going to the border fund and $10 designated for Border Patrol agent salaries

Requires DHS to design, construct, and install physical barriers along the entire U.S.-Mexico border by December 31, 2025, with authority to waive any legal requirements to expedite construction
