Directs the Postal Service, supervisors' organization, and postmasters' organization to work toward resolving differences on proposals through existing negotiation procedures

Makes dispute resolution panel determinations on pay policies and fringe benefits binding on all parties, with final determinations issued within 15 days after the panel's recommendation

Amends section 1004 of title 39, United States Code, governing pay negotiations for USPS managerial and supervisory personnel
