Prohibits federal funds from being used to implement, administer, or enforce the Executive Order "Promoting the National Defense by Ensuring an Adequate Supply of Elemental Phosphorus and Glyphosate-Based Herbicides" issued February 18, 2026

Creates a federal cause of action allowing individuals who suffer injury, illness, disease, or death from exposure to elemental phosphorus or glyphosate-based herbicides to sue manufacturers, distributors, and sellers in federal district court

Eliminates legal immunity protections for glyphosate and phosphorus manufacturers, including immunity under Section 707 of the Defense Production Act of 1950 (50 U.S.C. 4557) and federal contractor immunity defenses

Authorizes courts to award compensatory damages, punitive damages, equitable relief, and attorney's fees in lawsuits brought under the act

Applies retroactively to claims arising before, on, or after enactment and preserves all existing state law remedies and pending civil actions
