Covered software systems defined as those storing, processing, or providing access to sensitive personal information of 500 or more federal employees or officers

Contract offerors must certify under penalty of perjury that they are not internationally owned software companies

Agency heads may grant case-by-case waivers for national security interests, with written justification required to Congress within 30 days

Violations or false certifications may result in contract termination, debarment, or suspension from future federal contracting; Federal Acquisition Regulation must be updated within 180 days of enactment
