Abolishes the United States African Development Foundation 120 days after enactment

Prohibits the Foundation from entering into any new grants, loans, loan guarantees, or project agreements immediately upon enactment

Transfers all unexpended appropriations and funds to the general fund of the Department of the Treasury

Transfers all assets, liabilities, contracts, property, and records to the Department of State for liquidation and oversight of existing multi-year grants until expiration

Repeals the African Development Foundation Act (title V of Public Law 96–533; 22 U.S.C. 290h et seq.) and requires employees receive appropriate notice in accordance with federal reduction-in-force laws
