Creates federal crime for state/local executive officials who knowingly prohibit, limit, or restrict compliance with DHS requests for advance notice of criminal alien releases from custody

Requires "reasonable advance notice" of at least 48 hours before releasing aliens charged with or convicted of federal or state crimes

Penalties for violations resulting in release of aliens charged with murder, rape, or sex offenses against minors: 10-25 years imprisonment and/or fines

Penalties for release of aliens charged with serious violent felonies: 5-10 years imprisonment and/or fines; for other criminal offenses: 30 days to 6 months imprisonment and/or fines

Adds new Section 1925 to Chapter 93 of Title 18 (Public Officers and Employees) with severability clause protecting remaining provisions if any part is invalidated
