Requires the Under Secretary of State for Political Affairs to submit a strategy to Congress within 180 days addressing relationships between European universities/research institutions and Chinese entities of concern

Strategy must assess the scale and scope of concerning Chinese entity activities in Europe, disaggregated by country, and evaluate national security risks to the U.S. and European allies

Covered entities of concern include Chinese organizations involved in military-civil fusion, the defense industrial base, foreign talent recruitment programs, Confucius Institutes, and those supporting Uyghur persecution or undermining U.S.-Taiwan relations

Strategy must include recommendations for bilateral and multilateral diplomatic engagement with European governments and institutions to mitigate identified risks

Report to be submitted in unclassified form with a possible classified annex, accompanied by a congressional briefing to the House Foreign Affairs and Senate Foreign Relations committees
