Authorizes $30,000,000 annually for fiscal years 2027-2030 for the Iran Internet Freedom Grant Program, and $2,000,000 annually for the Defense Innovation Unit to develop technologies countering internet shutdowns in Iran, including satellite internet and mesh networking solutions

Requires the Secretary of Treasury to report within 180 days on Iranian oligarchs, their net worth, sources of income, and connections to the regime, as well as parastatal entities with at least 25% government ownership and $2 billion+ in revenues

Establishes the Iran Kleptocracy Initiative within FinCEN to investigate and prosecute corruption and money laundering by Iranian government officials, trace and catalog their assets, and coordinate with allies to freeze or seize illicitly acquired assets

Requires the President to respond within 120 days to congressional requests about whether foreign persons have supported Iran's human rights abuses, censorship, or repression, and justify any sanctions decisions

Directs expanded reporting on feasibility of direct-to-cell satellite communications and drone-based platforms to provide internet access to Iranian citizens, including analysis of signal jamming countermeasures
