Prohibits domestic violence shelters and homeless shelters that receive federal funds from providing services or shelter to sex offenders registered on the National Sex Offender Registry

Bars covered sex offenders from entering or using federally-funded shelter services, except to request information about alternative non-federally-funded shelters

Requires covered sex offenders who enter a covered shelter to immediately disclose their registry status to shelter operators

Imposes criminal penalties of up to 5 years imprisonment and/or fines for sex offenders who knowingly violate the prohibition or notification requirements

Strips federal funding for the following fiscal year from any covered shelter that fails to comply with the prohibition
