Amends the Food Security Act of 1985 to add "tribal" alongside state and local governments in provisions governing priority resource concerns for conservation programs

Expands the Environmental Quality Incentives Program (EQIP) and Conservation Stewardship Program to explicitly include tribal lands as eligible areas for identifying priority resource concerns

Adds tribal governments to stewardship contracts provisions and Critical Conservation Areas designations under the Regional Conservation Partnership Program

Defines "tribal land" by reference to section 2601 of the Energy Policy Act of 1992 (25 U.S.C. 3501)

Includes a technical correction updating outdated statutory references in the Food Security Act's definition section
