Establishes U.S. policy of non-recognition of sovereignty claims by South Ossetia and Abkhazia within the Republic of Georgia

Prohibits all federal departments and agencies from taking any action that implies recognition of South Ossetia or Abkhazia as sovereign entities

Bars federal agencies from extending any assistance that would imply recognition of these breakaway regions or any closely related successor entities
