Secretary of State must designate a Coordinator for Hybrid Warfare Accountability within 30 days of enactment, reporting to the Under Secretary for Political Affairs, to oversee U.S. interagency and allied engagement on hybrid warfare threats from China, Russia, and non-state actors.

Coordinator must submit a report within 180 days identifying Chinese entities materially supporting Russia's defense industrial base and recommending sanctions, export controls, or other measures; the unclassified portion must be published publicly.

Secretary of State required to assess hybrid warfare threats against U.S. interests in Europe, engage diplomatically with foreign governments, and encourage information sharing with NATO allies on Chinese and Russian cyber campaigns.

Annual reports to Congress required for 3 years detailing assessments on hybrid warfare activities, progress on allied coordination, and resilience measures with partners including South Korea, Japan, Australia, and New Zealand.

Hybrid warfare activities defined to include information campaigns, cyber-attacks, economic coercion, irregular armed groups, weaponized migration flows, infrastructure sabotage, and targeted assassinations.
