Allows the Secretary of State to authorize additional branding on a case-by-case basis when required by international agreements, for identifying implementing partners (with U.S. flag remaining most prominent), or as otherwise deemed necessary

Permits the Secretary of State to waive branding requirements to ensure safety or security of personnel or beneficiaries in high-risk locations

Directs the Secretary of State to issue regulations specifying minimum size, color accuracy, placement location, and other requirements for flag display

Defines "foreign assistance" broadly to include buildings, equipment, vehicles, signage, food aid, medical supplies, banners, posters, websites, and social media posts
