Prohibits sale, export, or transfer of U.S.-origin defense articles to Israel for use in the West Bank or Gaza unless the Secretary of State certifies every 90 days that Israel is complying with the October 10, 2025 ceasefire agreement and 10 specified conditions

Required certification conditions include: no military operations violating the ceasefire, unimpeded humanitarian aid access, no forced displacement of civilians, no permanent occupation or annexation of Gaza, halting aerial bombardment, and preventing settler violence in the West Bank

Establishes an end use monitoring group to verify whether U.S. defense articles are being used in the West Bank or Gaza, with reports to Congress every 60 days; violations trigger a full prohibition on defense article transfers to Israel

Preserves U.S. ability to assist Israel with missile defense systems (Iron Dome, David's Sling, Arrow 3), intelligence sharing, and responding to terrorist or external military threats

Expires 5 years after enactment; President may waive the full prohibition only by certifying to Congress that the waiver is vital to U.S. national security, with 15-day advance notice required
