Foreign persons or entities found responsible by the Secretary of State for unauthorized diversion or destruction of U.S. humanitarian assistance become liable to the United States for the full value of the assistance lost

Coverage includes humanitarian assistance funded by the U.S. but provided through international organizations

Secretary of State is directed to take appropriate steps to recover the value of diverted or destroyed assistance from responsible foreign parties

Recovered funds may be credited to Department of State accounts and remain available until expended, or transferred to other federal agencies if they originally funded the assistance

Secretary of State may waive liability if determined to be in the national interest
