Secretary of State shall pursue enhanced biodefense cooperation within NATO, including advocating for policy development on biotechnology, biosurveillance, and countermeasures against biological threats

Requires development of two formal strategies: a "NATO Biodefense Strategy" assessing current cooperation and identifying capability gaps, and an "International Biotechnology, Biosecurity, and Biodefense Cooperation Strategy" for coordination with major non-NATO allies

Mandates coordination with allied countries on export control policies for dual-use biotechnology items that could enable bioweapons development, supplementing existing regimes like the Wassenaar Arrangement and Australia Group

Secretary of State must submit a report containing both strategies to congressional foreign affairs committees within 270 days of enactment, with a congressional briefing required within 90 days
