Exempts quarterly reports and budget-related expenditure reports from consolidation requirements

Provides a 1-year transition period during which reports that cannot be consolidated without losing required information may be excluded, with the Ambassador at Large certifying those reports will be submitted on their original due dates

Preserves all existing congressional notification requirements without waiver or alteration
