Amends Section 322(2) of the Higher Education Act of 1965 to expand the definition of Historically Black Colleges and Universities (HBCUs)

Changes the establishment date cutoff from 1964 to November 8, 1965, allowing schools founded between those dates to qualify for HBCU designation

Schools must still meet all other existing criteria for HBCU classification to be eligible under the expanded definition
