Covers Armed Forces members who participated in the radiological cleanup of Enewetak Atoll between May 1, 1977 and May 31, 1980

Expands specified disease claims to include the same residency and service periods for Guam residents and Enewetak cleanup participants

Adds renal disease to the list of compensable specified diseases under the Act
