Prohibits federal agencies from funding or supporting the establishment or maintenance of state firearm ownership databases that track lawfully owned firearms or lawful gun owners

Defines "state firearm ownership database" as any comprehensive or partial database maintained by a state or local government listing firearms lawfully owned by individuals or individuals who lawfully possess firearms

Applies to all 50 states, District of Columbia, Puerto Rico, U.S. Virgin Islands, Guam, American Samoa, Northern Mariana Islands, and other U.S. territories

Exempts databases that track only firearms reported as lost or stolen, or individuals who have reported firearms as lost or stolen
