Expands Health Savings Account (HSA) eligibility to any individual covered under a "covered health plan," removing the current requirement to have a high-deductible health plan (HDHP)

Defines "covered health plan" to include any qualified health plan offered through an ACA Exchange or any group health plan under the Public Health Service Act

Replaces all references to "high deductible health plan" with "covered health plan" throughout the Internal Revenue Code's HSA provisions

Effective for taxable years beginning after December 31, 2026
