Establishes a Legislative and Congressional Budget Information Office within VA's Office of Management, capped at 15 full-time employees, solely responsible for providing certified budget information to Congress

Requires all VA financial officers at the Administration and Veterans Integrated Service Network levels to report exclusively to the Chief Financial Officer and prohibits them from performing programmatic functions

Increases the authorized number of VA Deputy Assistant Secretaries from 19 to 21, with implementation required within 180 days of enactment
