Establishes a grant program administered jointly by CISA and the Secretary of Homeland Security to fund development of secure AI cyber-physical testbeds for simulating grid-scale cyberattacks and safely training AI models

Authorizes $100,000,000 for fiscal years 2026 through 2030 to fund the grants

Eligible grant recipients include public colleges and universities, community colleges, Hispanic-serving institutions, National Laboratories, and consortiums of these entities

Requires annual reports to Congress from 2027 through 2031 on evolving threats, AI mitigation progress, and recommendations for further legislative or regulatory action

Grant program must be established within 180 days of enactment
