Amends the Child Care and Development Block Grant Act of 1990 to explicitly include fraudulent payments within existing overpayment accountability requirements for states

Requires states to submit annual reports to the Secretary identifying the dollar amount and percentage of improper payments made under the child care program

Mandates disaggregation of improper payment data into standardized categories: suspected and verified fraudulent payments, non-fraudulent overpayments, underpayments, and technically improper payments (such as system errors)
