Requires the Secretary to conduct comprehensive performance reviews of each state receiving Child Care and Development Block Grant funds every 3 years

Authorizes the Secretary to designate states as "high risk" based on review results, including states with high levels of unresolved or repeated adverse audit findings

States may be designated high risk for unresolved issues or repeated failures to carry out corrective action plans

Non-compliance with approved state plans can also trigger a high-risk designation

States designated as high risk will be subject to additional monitoring as determined by the Secretary
