Amends the Child Care and Development Block Grant Act of 1990 to require the Secretary to investigate fraud and permanently debar child care providers with final fraud determinations from receiving financial assistance

Creates cross-program debarment: providers debarred from the Child and Adult Care Food Program are automatically permanently debarred from CCDBG funds, and vice versa

Defines "final determination of fraud" as an administrative or judicial decision (with appeals exhausted) finding the provider knowingly submitted false statements, misrepresented ownership/enrollment/services, operated without required licensing, or made improper expenditures

Applies parallel fraud prevention provisions to the Child and Adult Care Food Program under the Richard B. Russell National School Lunch Act, including permanent debarment for institutions and family/group day care homes
