U.S. Customs and Border Protection Commissioner must refund all tariffs and duties collected under the International Emergency Economic Powers Act (IEEPA) on or after January 1, 2025

Refunds must be issued within 90 days of the Act's enactment through liquidation or reliquidation of all affected import entries

Importers of record do not need to file any application or protest to receive refunds; CBP must automatically calculate and disburse amounts using available information

The bill overrides Section 514 of the Tariff Act of 1930 and other existing laws that would otherwise limit the refund process

"Entry" is defined to include withdrawals from warehouse for consumption, expanding coverage to goods stored before release into U.S. commerce
