Amends Section 7(k) of the Fair Labor Standards Act of 1938 (29 U.S.C. 207(k)) to create overtime compensation exceptions for EMTs and paramedics in rural areas

Exempts public agencies in political subdivisions with fewer than 100,000 residents from overtime violation provisions when employing EMTs and paramedics

Extends the same exemption to private entities that contract with qualifying small political subdivisions to provide emergency medical services
