Authorizes the Director of the National Museum of African American History and Culture to support African American history education programs through digital resources, traveling exhibitions, curricula development, and teacher professional development

Funds may support activities including developing educational materials through a social justice and anti-bias lens, expanding museum collections, providing language translation services, and creating teacher fellowship programs

Requires annual reports to Congress by February 1 and congressional briefings every 6 months on program activities, with reporting requirements sunsetting on September 30, 2030

Expresses sense of Congress that directors of other Smithsonian museums (American Indian, American Women's History, National Museum of the American Latino) should be similarly empowered to develop educational materials on minority group histories

Authorizes $4,000,000 for fiscal year 2027 and each of the 4 succeeding fiscal years (through FY2031)
