SBA Administrator must issue rules within 180 days requiring federal agencies to publicly disclose justifications for cancelling solicitations where two or more small businesses were eligible to bid

Cancelled solicitation disclosures must include plans for reissuance with associated timeframes and whether requirements will be included in other contracts or task orders

Small businesses that prepared bids for permanently cancelled solicitations must be referred to the agency's Director of Small and Disadvantaged Business Utilization for help finding similar contracting opportunities

Amends the Small Business Act to add a new duty for OSDBU Directors to assist small businesses with identifying alternative opportunities when solicitations they bid on are cancelled without reissuance

No additional funds are authorized to implement the requirements
