Defines "science of reading" as evidence-based research identifying phonemic awareness, phonics, vocabulary, fluency, comprehension, and writing as essential components of skilled reading instruction

Requires state applications for Comprehensive Literacy State Development Grants to describe alignment with the science of reading

Establishes grant priority for states and subgrant priority for programs (birth through grade 12) that align literacy instruction to the science of reading

Preserves protections under IDEA, Section 504, and the ADA, and explicitly prohibits federal mandating of specific curricula or instructional content
