Amends Section 1763(c) of the Export Control Reform Act of 2018 to change interagency dispute resolution from discretionary ("may be decided") to mandatory ("shall be decided") for certain export control cases

Expands the scope of matters subject to expedited dispute resolution to include countries under comprehensive U.S. arms embargoes, in addition to existing covered matters

Authorizes the chair of the interagency Committee to make final decisions when the Committee cannot reach a majority vote on covered cases

Defines "country subject to a comprehensive United States arms embargo" as countries listed in 22 CFR 126.1(d)(1) table 1 plus the Russian Federation
