FCC must issue regulations within 120 days requiring all Lifeline program eligibility determinations to use the National Lifeline Eligibility Verifier and National Lifeline Accountability Database, eliminating state opt-out options

Consumers whose eligibility was previously determined without the national verification systems must be re-examined within 180 days of enactment and removed from the program if found ineligible

Eligibility restricted to U.S. citizens and qualified aliens as defined under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996

Applicants must provide a Social Security number or Tribal identifier to qualify for Lifeline assistance
