Requires the Secretary of Health and Human Services to add methadone to the opiate category of authorized substances in the Mandatory Guidelines for Federal Workplace Drug Testing Programs within 90 days of enactment

Requires the Secretary of Transportation to update Department of Transportation drug testing regulations to include methadone within 60 days after HHS publishes the guideline revision

Mandates annual review by HHS of the federal workplace drug testing guidelines, with authority to add new substances the Secretary believes should be included

Requires DOT to update transportation employee drug testing panels within 60 days whenever HHS adds newly identified substances to the federal guidelines

All guideline revisions must be published as final notices in the Federal Register
