Prohibits providing chemical abortion drugs (mifepristone, misoprostol, mifeprex, mifegyne) without the healthcare provider physically examining the patient and being present at the location of the abortion

Requires providers to supply a catch kit and red bag medical waste container with instructions for patients to return materials for proper disposal

Violations are punishable by up to 5 years imprisonment, fines up to $50,000, or both, per occurrence

Exempts procedures performed to save the life or health of an unborn child, remove a deceased fetus from spontaneous abortion, or treat ectopic pregnancy

Amends Chapter 74 of Title 18, United States Code, adding a new section 1532 under a renamed chapter heading "Abortion Crimes"
