H.R. 7984 - DHS Use of Force Transparency Act of 2026

• Requires the Secretary of Homeland Security to provide Congress with all documents related to DHS officer-involved shootings resulting in injury or death occurring on or after January 20, 2025, as well as any deaths in DHS custody after that date
• Mandates delivery of materials within 30 calendar days to the Senate Committee on Homeland Security and Governmental Affairs and the House Committee on Oversight and Government Reform
• Required materials include body-worn camera footage, dashboard and surveillance footage, incident reports, use of force reports, internal affairs files, witness and officer statements, and communications logs
• Covers communications between DHS personnel including emails, text messages, and encrypted messaging apps, as well as communications with state/local law enforcement and DHS leadership
• Materials must be produced unredacted to the maximum extent permitted by law, with written justification citing specific legal authority required for any redactions
