Amends Title I funding formulas for Targeted Grants and Education Finance Incentive Grants to local educational agencies, effective fiscal year 2026

Eliminates the "number weighting" alternative that currently allows large school districts to receive higher per-student funding even with low poverty rates, shifting to percentage-based weighting only

Addresses findings that the current dual weighting system has shifted funds from smaller to larger districts regardless of poverty concentration, contrary to Congressional intent
