State educational agencies must disburse the additional reimbursement directly to the schools serving the qualifying breakfasts

Defines eligible service models as those serving breakfast after the school day starts, including in-classroom service or hallway kiosks outside the cafeteria, that increase breakfast participation rates

Amends Section 11(a) of the Richard B. Russell National School Lunch Act (42 U.S.C. 1759a(a))
