Authorizes $637 million (indexed for inflation) for North Dakota municipal, rural, and industrial water projects: $120 million for Northwest Area Water Supply Biota Water Treatment Plant, $404 million for Eastern North Dakota Alternate Water Supply Project, $50 million for Southwest Pipeline Project, and $63 million for rural water district expansions

Authorizes $743 million (indexed for inflation) for tribal rural water systems: up to $118 million for Spirit Lake, $275 million for Three Affiliated Tribes at Fort Berthold, $240 million for Standing Rock, $98 million for Turtle Mountain, and $12 million for Lake Traverse feasibility study and construction

Permits up to 50% transfer of funds between the four specified state/municipal water projects to address changing construction needs

Requires final engineering reports for Southwest Pipeline, rural water district, and tribal water system projects within 2 years of enactment to determine project scope and necessary features

Increases Natural Resources Trust authorization to $75 million and expands funding sources to include the newly authorized state and tribal water project appropriations
